Being stuck on the side of the road with cars speeding past you is never a good feeling. Anyone who has been through this can tell you how vulnerable it can make you feel. The same holds true for those that come to help. Working on the side of a busy highway is no relaxing task either. That is why all 50 states have implemented some sort of "move over" law.
This is actually not something that all drivers are even aware of, but technically you are supposed to move over when you see flashing lights on the side of the road.
All forms of response vehicles are covered under this protective law including law enforcement, firefighters, paramedics, and tow trucks.
Obviously, we here at Porsche of Rockville would never encourage anyone to do anything that could result in further harm, so if it is not safe to change lanes at the time then you certainly do not want to try to force it. In that case, simply slow down and be very careful as you pass.
